There is no doubt that everyone should value environment protection, yet when it comes to estimate the efficiency and effectiveness of protecting environment between government and individual, it is an obvious choice to rely on government to solve most of the problems because of its propaganda ability and coercive capacity.

First of all, the biggest threat of environmental damage is human activity and authority needs to use publicity to propagate and emphasize the importance of environment protection to form a result that all the residents would follow the notion of protections and take actions against the already-done damages. Government needs to educate its citizens’ awareness of environment protection and make every effort into keeping the surrounding clean. The widely known individual action of going green is to recycle and this social concept is a positive operation done by administration and its mass media.
